Минздрав России принял решение сохранить действие установленного в прошлом году порядка аккредитации медспециалистов (приказ Минздрава России от 2 февраля 2021 г. № 40н1). Напомним, в связи с действием ограничительных мер из-за новой коронавирусной инфекции в 2020 году было принято решение проводить аккредитацию медспециалистов с учетом особенностей, которые предполагали приостановление действия некоторых положений об аккредитации, утвержденных приказом Минздрава России от 2 июня 2016 г. № 334н.
В 2021 году также приостановлены действия Положения об аккредитации специалистов в части определения регламента работы аккредитационной комиссии и аккредитационной подкомиссии, проведения первого этапа аккредитации специалиста (тестирования), оформления протоколов аккредитационной комиссии и подкомиссии.
В частности, аккредитуемые лица могут представить в аккредитационную подкомиссию документы, предусмотренные в п. 26 – п. 27 Положения об аккредитации специалистов, лично либо заказным письмом с уведомлением, либо посредством электронной почты в форме документов на бумажном носителе, преобразованных в электронную форму путем сканирования или фотографирования с обеспечением машиночитаемого распознавания их реквизитов. Дополнительно можно представить копию трудовой книжки или сведения о трудовой деятельности (при наличии). В заявлении о допуске специалиста указывается адрес электронной почты аккредитуемого.
Отмечается, что в случае угрозы возникновения ЧС, принятия актов региональных органов власти по месту проведения аккредитации о продлении ограничительных мер в связи с распространением коронавируса первый этап аккредитации должен проводиться посредством дистанционных технологий. При этом сроки проведения аккредитации или ее отдельных этапов могут быть перенесены. Это должно быть отражено в регламенте работы аккредитационной комиссии.
При проведении первого этапа (тестирования) в дистанционном формате, аккредитационная подкомиссия должна обеспечить идентификацию личности аккредитуемого, способ которой комиссией определяется самостоятельно. В протоколе заседания, который подписывается председателем и секретарем аккредитационной комиссии (подкомиссии), следует проставить отметку о проведении заседания дистанционно.

Минздрав России также установил, что аттестация медицинских и фармацевтических работников на получение квалификационной категории приостанавливается до 1 января 2022 года (за исключением тех работников, кто аттестуется впервые или желает получить более высокую квалификацию). Срок действия присвоенных квалификационных категорий продлевается при истечении срока их действия с 1 января по 31 декабря 2021 года.
В случае аттестации работников, которые претендуют на присвоение квалификационной категории впервые или претендуют на более высокую квалификационную категорию, Координационному совету рекомендовано руководствоваться абз. 6 п. 16 Приказа Минздрава России от 23 апреля 2013 г. № 240н, который предусматривает возможность дистанционной аттестации или выездных заседаний (приказ Минздрава России от 2 февраля 2021 г. № 41н2).
