В Госдуму внесен правительственный законопроект, направленный на обеспечение единых подходов при дополнительном профессиональном образовании государственных и муниципальных служащих в сфере противодействия коррупции.
Документом1 предусмотрено утверждение Минтрудом России типовых дополнительных профессиональных программ по вопросам противодействия коррупции. «Учитывая значимость работы по развитию общественного правосознания, формированию единых стандартов антикоррупционного поведения у государственных гражданских служащих Российской Федерации, военнослужащих, федеральных государственных служащих, замещающих должности федеральной государственной службы иных видов, муниципальных служащих и работников организаций, крайне важным представляется проведение обучения указанных категорий слушателей по типовым дополнительным профессиональным программам в области противодействия коррупции, направленным на выработку единых подходов к реализации положений законодательства в области противодействия коррупции», – подчеркивается в пояснительной записке к законопроекту.
Предполагается, что обучение по типовым программам антикоррупционной тематики обеспечит получение слушателями:
знаний нормативно-правовой базы по противодействию коррупции, в том числе в части установления запретов, ограничений, обязанностей и дозволений, требований к служебному поведению федеральных госслужащих, последовательности действий госоргана при выявлении правонарушений коррупционного характера, правовых и морально-этических аспектов противодействия коррупции;навыков применения полученных знаний, включая способность оценить коррупционные риски в различных областях государственного управления, умение применить в практике государственного управления механизмы противодействия коррупции.
Также законодательной инициативой предлагается наделить федеральный орган исполнительной власти, осуществляющий функции по выработке и реализации государственной национальной политики, полномочием по утверждению типовых дополнительных профессиональных программ в области государственной национальной политики РФ (для государственных и муниципальных служащих).
