Правительство РФ в августе установило фиксированную кредитную ставку за пользование образовательным кредитом в размере 3% годовых. Во время учебы заемщик-студент должен выплатить только проценты по кредиту, а основной долг подлежит возврату в течение 15 лет после окончания вуза. Досрочное погашение кредита (в том числе частичное) возможно в любое время (Постановление Правительства РФ от 19 августа 2020 г. № 1256). Подробнее о принятом решении портал ГАРАНТ.РУ писал ранее.
Минобрнауки России разъяснило1, каким образом можно получить образовательный кредит. Так, кредит можно взять на оплату как одного семестра или года, так и всего периода обучения в российском вузе с действующей лицензией. В случае если образовательный кредит был взят ранее, до вступления в силу постановления о пониженной ставке 3%, граждане вправе обратиться в кредитную организацию, выдавшую кредит, и заключить дополнительное соглашение по переходу на новую программу с фиксированной процентной ставкой 3%.

Подготовлена инфографика с пошаговым описанием действий для получения образовательного кредита. Для оформления указанного вида кредита студенту необходимо:
выбрать вуз и программу обучения; заключить с вузом договор на оказание платных образовательных услуг; собрать необходимые документы для получения кредита и предоставить их в банк. Предусматривается вариант предоставления кредита заемщику, не достигшему совершеннолетия, в этом случае необходимо собрать расширенный пакет документов; дождаться одобрения банком кредитной заявки, после чего кредитные средства будут перечисляться сначала на счет заемщика, а затем автоматически на счет вуза; прибыть в вуз в первый день обучения, так как средства за первый семестр обучения будут получены образовательной организацией.
В данный момент сообщается о подписании министерством соглашения по выдаче образовательных кредитов под 3% с ПАО «Сбербанк».
