Председатель Комитета Совета Федерации по экономической политике Андрей Кутепов предложил установить бесплатный проезд для детей до семи лет включительно. Соответствующее изменение предлагается внести в ст. 83 Федерального закона от 10 января 2003 года № 18-ФЗ «Устав железнодорожного транспорта» (далее – Закон № 18-ФЗ).
В настоящий момент право на бесплатный проезд в пригородных поездах и поездах дальнего следования предоставлено детям только до пяти лет включительно. Соответственно, за проезд детей с пяти до семи лет пассажиры должны оплачивать в полном объеме, согласно тарифу.
Предлагаемые изменения приведут в соответствие нормы Закона № 18-ФЗ с положениями о наземном городском транспорте (автобусы, троллейбусы, трамваи), по которым предусмотрен бесплатный проезд детей не старше семи лет. Это установлено ст. 21 Федерального закона от 8 ноября 2007 года № 259-ФЗ «Устав автомобильного транспорта и городского наземного электрического транспорта».
