Специальные ежемесячные социальные выплаты будут выплачиваться медицинским и иным работникам медорганизаций, оказывающих медпомощь в диагностике и лечении COVID-19, за период с 1 ноября 2020 года до 31 декабря 2021 года. Их размер будет определяться в зависимости от должности, характера работы в одну нормативную смену, которая представляет собой 1/5 продолжительности рабочего времени в неделю, установленной для соответствующей категории работника (Постановление Правительства РФ от 30 октября 2020 г. № 1762). Данные специальные социальные выплаты заменят стимулирующие выплаты медработникам, которые осуществлялись по октябрь включительно.
Теперь за одну нормативную смену установлены следующие размеры выплат: для врачей скорой помощи – 2430 руб., среднего медперсонала скорой помощи – 1215 руб., младшего медперсонала скорой помощи – 950 руб., фельдшеров по приему вызовов скорой помощи – 600 руб, водителей машин выездных бригад скорой помощи – 1215 руб.
Врачам стационаров за одну нормативную смену полагается – 3880 руб., среднему и младшему медперсоналу стационаров – 2430 руб. и 1215 руб. соответственно. Для медработников, оказывающих медпомощь в амбулаторных условиях, за нормативную смену будут выплачивать врачам – 2430 руб., среднему медперсоналу – 1215 руб., младшему медперсоналу – 600 руб. Предусмотрены также выплаты для сотрудников патологоанатомических бюро.
С 1 декабря указанные работники должны быть информированы о факте перечисления денежных средств через портал госуслуг. Соответствующее поручение дано Минцифре России и ФСС России.

Этим же постановлением Правительство РФ утвердило правила осуществления ФСС России данных выплат. Так, деньги за фактическое число нормативных смен, отработанных работником в месяц, должны поступить на его банковскую карту в течение 7 дней с момента передачи медорганизацией соответствующего реестра в территориальный орган ФСС России, который в свою очередь должен быть представлен не позднее 10-го рабочего дня (в декабре до 25 числа) после отчетного месяца. В случае неполучения выплаты или ее несвоевременного получения работник может подать жалобу в ФСС России, в его территориальный орган в том числе электронно через сайт фонда или портал госуслуг.
Принятым постановлением признано утратившим силу постановление Правительства РФ от 2 апреля 2020 г. № 415 и изменения, которые вносятся в акты Правительства РФ, по вопросу предоставления межбюджетных трансфертов региональным бюджетам в 2020 году.
