Подготовленным Минтрудом России проектом приказа предполагается, что мониторингом первичных ценовых показателей на товары, работы и услуги будут заниматься младшие экономисты и специалисты1. Для работы в указанных должностях потребуется наличие среднего профессионального образования – программы подготовки специалистов среднего звена и освоение профильной программы повышения квалификации или профессиональной переподготовки. Требования к опыту практической работы и особые условия для допуска к ней устанавливать не планируется.
Формирование и прогнозирование цен на товары, работы и услуги, согласно проекту профстандарта, будут осуществлять аналитики и специалисты по ценообразованию, а также инженеры по нормированию ценообразования и экономисты. Планируется, что претендовать на эти должности смогут граждане, имеющие высшее образование (бакалавриат или специалитет), отработавшие не менее одного года в сфере прогнозирования и экспертизы цен и прошедшие профильную программу повышения квалификации или профессиональной переподготовки.
Ожидается, что организацией процесса формирования и прогнозирования диапазона цен на товары, работы и услуги будут заниматься следующие специалисты:
коммерческий директор; руководитель подразделения; ведущий специалист; ведущий экономист.
Для них проектом профстандарта предполагается предусмотреть более серьезные требования: наличие высшего образования (специалитет или магистратура); прохождение профильной программы повышения квалификации или профессиональной переподготовки; не менее двух лет опыта практической работы в сфере прогнозирования и экспертизы цен и не менее одного года в сфере управления персоналом.
Для специалистов, которые будут осуществлять экспертизу ценообразования и ценового демпинга (экспертам, консультантам по формированию цен, в том числе ведущим), планируется установить такие же требования по образованию, как и для руководящих должностей. Однако ожидается, что для работы, к примеру, в должности коммерческого директора понадобится не менее трех лет опыта практической работы в сфере прогнозирования и экспертизы цен.
Общественное обсуждение документа завершится 29 августа.
