Группа депутатов Госдумы во главе с Сергеем Мироновым предложила расширить перечень автомобилей, освобождаемых от прохождения обязательного техосмотра. Речь идет о личных транспортных средствах, принадлежащих физлицам и используемых последними исключительно в личных целях. Речь идет о целях, не связанных с другой деятельностью. Исключение предлагается распространять на услуги легкового такси, перевозки пассажиров и использование личных автомобилей в служебных целях1. В этих целях предполагается дополнить ст. 2 Федерального закона от 1 июля 2011 г. № 170-ФЗ «О техническом осмотре транспортных средств и о внесении изменений в отдельные законодательные акты Российской Федерации» новой ч. 2.1. В случае принятия закон вступит в силу со дня его официального опубликования.
Необходимость нововведения аргументируется тем, что из всех ДТП за январь-сентябрь 2018 года лишь 3,8% произошло из-за технических неисправностей транспортных средств. При этом, как отмечается в пояснительной записке, действующая система техосмотра не предупреждает ДТП, а просто является дополнительным источником расходов для владельцев транспортных средств.
