Указом Мэра г. Москвы от 5 марта 2020 года № 12-УМ в связи с угрозой распространения в г. Москве новой коронавирусной инфекции на территории столицы введен режим повышенной готовности. Сергей Собянин на своем сайте прокомментировал принятие документа, заверив москвичей, что ситуация в городе относительно спокойная (известен один подтвержденный случай заболевания), однако вряд ли можно избежать новых случаев заражения, так как в Москву ежедневно приезжают тысячи людей со всего мира.
По словам Мэра, ограничить деятельность критически важных отраслей торговли, бытового обслуживания, других организаций и учреждений невозможно, поскольку это негативно отразится на экономике и на благосостоянии миллионов граждан. В этой связи для предупреждения риска распространения инфекции п. 4 Указа обязывает всех работодателей г. Москвы:
обеспечить измерение температуры тела работникам на рабочих местах с обязательным отстранением от нахождения на рабочем месте лиц с повышенной температурой; оказывать работникам содействие в обеспечении соблюдения режима самоизоляции на дому; в случае выявления работника, инфицированного коронавирусом, незамедлительно предоставлять информацию обо всех контактах в связи с исполнением им трудовых функций по запросу Управления Роспотребнадзора по г. Москве и дезинфицировать помещения, где находился заболевший.
Для прибывающих из стран, где зарегистрированы случаи новой коронавирусной инфекции, усилены требования по проведению профилактических осмотров и контролю за состоянием их здоровья. Данные граждане обязаны:
сообщить о своем возвращении в РФ, о месте и датах пребывания на указанных территориях, свои контактные данные на горячую линию по номеру телефона +7(495)870-45-09; при появлении первых респираторных симптомов незамедлительно вызвать врача на дом без посещения медорганизаций; соблюдать режим изоляции на дому.
Гражданам, прибывшим из Китайской Народной Республики, Республики Корея, Итальянской Республики, Исламской Республики Иран, Французской Республики, Федеративной Республики Германия, Королевства Испании, а также других государств с неблагополучной ситуацией по коронавирусу помимо указанных мер следует обеспечить самоизоляцию на дому на срок 14 дней со дня возвращения в Россию (не посещать работу, учебу, общественные места).
Для граждан, которые находятся под наблюдением (в самоизоляции), предусмотрена возможность оформления листков нетрудоспособности без посещения медорганизаций, а для больных с респираторными симптомами из их числа, а также для пациентов старше 60 лет организована работа по оказанию приоритетной медпомощи на дому. Городским службам поручено проработать вопрос создания инфекционного корпуса с использованием быстровозводимых конструкций. Отметим, что для оперативного обеспечения граждан новой информацией о коронавирусе оперштаб Москвы завел телеграм-канал «Коронавирус. Оперштаб Москвы».
Согласно опубликованным на сайте Минздрава России сведениям отчета1 о совместной технической миссии международных экспертов ВОЗ и Китайской Народной Республики (КНР) по проблеме новой коронавирусной инфекции COVID-2019 по состоянию на 20 февраля 2020 года средний возраст людей с зарегистрированными случаями заражения составляет 47 лет. Высокому риску тяжелой болезни и смерти подвержены люди старше 60 лет и имеющие хронические заболевания такие как гипертония, диабет, болезни сердца и сосудов, хронические респираторные болезни и рак. У детей заболевание протекает редко и в легкой форме (приблизительно 2,4% от общего числа зарегистрированных случаев).
Миссия призывает общественность:
признать, что новый коронавирус – это новое и опасное заболевание, вспышки которого могут быть устранены при правильном реагировании; строго практиковать частое мытье рук, всегда закрывать рот и нос при чихании или кашле; постоянно обновлять знания о новом коронавирусе COVID-19, так как стратегии и ответные действия будут постоянно улучшаться; быть готовыми активно поддерживать ответные меры на вирус различными способами, включая строгие методы как «социального дистанцирования», так и оказания помощи пожилым людям с высоким риском.
