В Госдуму внесен законопроект1, предусматривающий ряд изменений в Федеральный закон от 2 декабря 2019 г. № 380-ФЗ «О федеральном бюджете на 2020 год и на плановый период 2021 и 2022 годов». Подготовлен он в целях финансового обеспечения расходных обязательств страны, возникающих при реализации Послания Президента РФ Федеральному Собранию РФ от 15 января 2020 года (далее – Послание).
Так, прежде всего предлагается скорректировать основные характеристики федерального бюджета. Оценив эффект воздействия на экономику мер, содержащихся в Послании, эксперты предполагают более высокие темпы роста ВВП в 2020 году – 1,9% по сравнению с установленными в настоящее время 1,7%. В связи с этим предполагается, что прогнозируемый объем ВВП в 2020 году составит 113 631 млрд руб. (сейчас утв. 112 863 млрд. руб.). Как говорится в пояснительной записке к законопроекту и в дальнейшем ожидается постепенное ускорение динамики российской экономики до 3,2 % к 2022 году (3,3 % в 2024 году). Произойдет это преимущественно за счет опережающего роста инвестиций в основной капитал, повышения конкурентоспособности российской экономики и реализации внешнеэкономического потенциала. Такое ускорение роста экономики позволит России начиная с 2022 года, выйти на пятое место в списке крупнейших экономик мира.
Предполагается также и рост доходов с 20 379,3 млрд руб. до 20 593,6 млрд. руб. Законодатель полагает, что на это кажут влияние дополнительные меры социальной поддержки, обозначенные в Послании. Их реализация обеспечит дополнительный вклад в рост доходов.
Также ожидается рост поступлений ненефтегазовых доходов с 2 332,9 млрд руб. до 2510,9 млрд руб. Произойдет это преимущественно за счет увеличения поступления основных налогов и таможенных платежей, по которым наблюдалось превышение поступлений по итогам 2019 года.
Планируется скорректировать и объем расходов федерального бюджета. Он увеличится на 162,6 млрд руб. и составит 19 665,9 млрд. руб. Не смотря на это предполагается увеличение профицита бюджета в 2020 году, который составит 927,6 млрд руб. (0,8 % к ВВП).
