В Госдуму внесен соответствующий законопроект. Как отметили разработчики инициативы, льготный проезд по платным дорогам для многих категорий граждан, таких как инвалиды, ветераны Великой Отечественной войны, Герои СССР и России, Герои труда, а также жители населенных пунктов, прилегающих к платным участкам автомобильных дорог не предусмотрен, что не отвечает их интересам и приоритетам задач госорганов по обеспечению условий доступности объектов и услуг транспортной инфраструктуры.
В связи с чем планируется1 расширить перечень транспорта, освобожденного от платы при проезде по платной автодороге (или ее участку) и включить в него помимо имеющихся категорий транспортные средства:
под управлением инвалидов или лиц, перевозящих инвалидов, если на ТС имеется опознавательный знак и оно внесено в реестр инвалидов; под управлением Героев СССР, РФ или являющимися полными кавалерами ордена Славы, Героев Соцтруда или Героя Труда РФ либо награжденными орденом Трудовой Славы трех степеней, участниками Великой Отечественной войны или перевозящих указанных граждан, движущиеся в колонне, сопровождаемой государственными оперативными службами; осуществляющие перевозку донорской крови; управляемые лицами, зарегистрированными по месту жительства на территории населенных пунктов, граничащих с платными участками автодорог, и осуществляющими трудовую деятельность на территории иных населенных пунктов, граничащих с платными участками автомобильных дорог; а также школьные автобусы.
Ввести в действие закон в случае его принятия предлагается с 1 июля 2021 года.

На сегодня в соответствии со ст. 41 Федерального закона от 8 ноября 2007 года № 257-ФЗ «Об автомобильных дорогах и о дорожной деятельности в Российской Федерации и о внесении изменений в отдельные законодательные акты Российской Федерации» от платы за проезд транспортных средств по платным автодорогам и платным участкам автодорог освобождаются: общественный транспорт (кроме такси), специальный транспорт (полиции, скорой помощи, пожарной охраны, военной автоинспекции, аварийно-спасательных служб), транспорт федеральной почтовой связи, иные категории пользователей, которых определит собственник автодорог или публичный партнер при заключенном договоре о государственном или муниципальном частном партнерстве.
