На официальном сайте Минздрава России размещена памятка1 о получении родителями детей, которым назначены незарегистрированные в России психотропные препараты (диазепам, клобазам, мидазолам, фенобарбитал), и детей, еще не получивших медицинское заключение о назначении этих лекарств, но нуждающихся в них.
Напомним, ранее Председатель Правительства РФ Дмитрий Медведев поручил Минпромторгу России выделить в 2019 году бюджетные ассигнования в размере 26,128 млн руб. на закупку незарегистрированных психотропных лекарственных средств для указанных целей (распоряжение Правительства РФ от 5 сентября 2019 г. № 1986-р). Первая поставка лекарств ожидается уже в этом месяце.
Для бесплатного получения необходимых препаратов родители или законные представители детей, имеющие на руках заключение врачебной комиссии, будут извещены территориальными органами Минздрава России о месте и времени получения медикаментов (первая поставка ожидается в октябре сего года), куда нужно будет прийти с паспортом, свидетельством о рождении ребенка, при необходимости с документом, подтверждающим законное представительство ребенка. Получив препарат, родитель должен дать расписку, которая будет содержать пункты, в том числе об осведомленности о запрете незаконной передачи препарата другим лицам и ответственности в случае его нарушения, о правилах хранения лекарства и использовании по назначению.
Если вопрос о назначении препарата еще не решен, а ребенку требуется медицинская помощь, родителям рекомендуется обратиться в поликлинику по месту жительства для получения заключения врачебной комиссии. Лечащий врач при необходимости может направить ребенка на дополнительное обследование, затем врачебная комиссия, а в случае ее положительного решения и консилиум врачей на федеральном уровне рассмотрят вопрос о назначении препарата. После чего будут приняты меры по дополнительной закупке и доставке медикаментов в регионы проживания детей. Обращается внимание, что препараты выдаются на три месяца, поэтому при необходимости их повторного получения, следует обратиться в территориальные органы Минздрава России за две недели до окончания этого срока.
