На оперативном совещании Правительства РФ премьер-министр Михаил Мишустин сообщил1 о продлении моратория на плановые проверки малого бизнеса еще на один год – до 31 декабря 2021 года. «Именно этот сектор оказался наиболее пострадавшим от распространения коронавирусной инфекции. В малом бизнесе заняты миллионы людей, и наша задача – продолжить их поддержку», – добавил он.
Напомним, Федеральным законом от 1 апреля 2020 г. № 98-ФЗ был установлен запрет на проведение в период с 1 апреля по 31 декабря 2020 года проверок в отношении субъектов малого и среднего бизнеса, за исключением проверок, связанных с причинением или угрозой причинения вреда жизни и здоровью граждан и возникновением ЧС.
Также Председатель Правительства РФ сообщил, что будет упрощен порядок лицензирования сразу нескольких распространенных видов деятельности. С 1 января будет внедрена реестровая модель предоставления госуслуг с полным отказом от бумажного носителя: выдача лицензий будет осуществляться в электронном виде, вся информация о них будет общедоступна.

Такой порядок будет предусмотрен для лицензирования медицинской и фармацевтической деятельности, производства лекарственных средств, медтехники и ее сервисного обслуживания. Таким образом, отметил премьер-министр, получение документов будет происходить оперативнее, а сам процесс станет максимально прозрачным.
Помимо этого, анонсировано расширение списка сервисов, которые физлица и юрлица смогут получать в МФЦ. В частности, в МФЦ можно будет получить ключи электронной цифровой подписи и направить документы, в том числе отчетность в электронной форме, в различные ведомства и организации, а также получить ряд услуг в сфере открытия предпринимательской деятельности. В регионах появится возможность организовывать специализированные рабочие места с прямым доступом к единому госреестру ЗАГС как в МФЦ, так и в их обособленных подразделениях.
Сообщается, что указанные меры позволят расширить список сервисов, которые будут предоставляться в рамках «одного окна».
