Комиссия ОП РФ по территориальному развитию и местному самоуправлению провела онлайн-конференцию «Городское садоводство и огородничество: лучшие практики, барьеры и перспективы».
На конференции участники говорили о важности таких видов занятости, как садоводство и огородничество, а также их вкладе в борьбе с бедностью, в решение жилищных вопросов и в работу по увеличению продолжительности жизни.
Было отмечено, что эта сфера требует разработки и внедрения Федеральной программы развития городского садоводства и огородничества, что позволило бы частично решить проблемы с финансированием, правовым регулированием указанных видов занятости. В настоящий момент, вопросы поддержки деятельности садоводов и огородников преимущественно находятся в ведении региональных министерств сельского хозяйства. Указанный факт не может обеспечить качественную господдержку таких сфер.
Так, развитие этих сфер, путем обеспечения таких территорий инженерной инфраструктурой, улучшит качество жизни граждан, в том числе абилитацию людей с ограниченными возможностями.
«Согласно опросу Общественной палаты о жилье для людей с инвалидностью, многие люди с ограниченными возможностями хотели бы заниматься огородничеством и возделывать сады. Поэтому садоводство и огородничество надо рассматривать как важный инструмент абилитации», – отметила Заместитель председателя Комиссии ОП РФ по ЖКХ, строительству и дорогам Галина Горбатых.
В процессе обсуждения участниками конференции закрепили важность следующих аспектов.
Во-первых, внедрение заключения социальных контрактов с малообеспеченными жителями городов, которые живут в ИЖС. В настоящее время в рамках социальных контрактов предоставляются субсидии малообеспеченным гражданам на цели развития личных подсобных хозяйств, при условии владения последними земельным участком с соответствующим видом разрешенного использования. Лидером по количеству таких контрактов является Ростовская область По информации Заместителя министра труда и социального развития Ростовской области Маргариты Горяиновой, такая социальная помощь одна из наиболее востребованных направлений по региону.
Во-вторых, повышение эффективности садоводства и огородничества, путем взаимодействия садоводов и огородников с вузами. Например, РГАУ-МСХА им. К.А. Тимирязева в Москве проводит лекции для заинтересованных лиц по вопросам возделывания земли и делится опытом с воспитанниками коррекционных интернатов. А в Санкт-Петербурге поддержка садоводов и огородников является частью социальной политики города, как сообщил начальник Управления по развитию садоводства и огородничества Администрации г. Санкт-Петербурга Андрей Лях.
В-третьих, участники отметили необходимость собирать, обобщать, анализировать и тиражировать на условиях софинансирования из федерального бюджета лучшие практики в сфере поддержки садоводства и огородничества в регионах.
В-четвертых, создание специализированного грантооператора, в компетенцию которого входило бы предоставление на конкурсной основе грантов СНТ, так как действующее законодательство не рассматривает их как исполнителей соцпроектов. В частности, начальник отдела развития садоводства и огородничества Министерства сельского хозяйства и торговли Красноярского края Светлана Власова поделилась опытом собственной региональной поддержки СНТ. Так, развитие садоводства и огородничества в крае обеспечивается благодаря реализации регионального Закона Красноярского края от 12 февраля 2015 года № 8-3140 «О государственной поддержке садоводства и огородничества в Красноярском крае». Согласно которому, поддержку на конкурсной основе может получить любое СНТ: до 2 млн руб. на развитие и строительство инфраструктуры и до 100 тыс. руб. на приобретение материалов.
