В базе законопроектов Госдумы появилось заключение Правительства РФ на инициативу1 о возобновлении индексации пенсий работающим пенсионерам. Речь о документе, который поступил в Госдуму еще в конце июля.
Авторы, группа депутатов совместно с сенатором Сергеем Леоновым, предлагали с 1 января 2021 года отменить ст. 26.1 Федерального закона от 28 декабря 2013 г. № 400-ФЗ «О страховых пенсиях». Именно она приостановила с 1 января 2016 года индексацию для пенсионеров, которые продолжают трудиться. Это объяснялось тем, что работающие пенсионеры имеют источник для покрытия инфляционных издержек в виде заработной платы
Правительство РФ отметило в своем заключении, что финансово-экономическое заключение на законопроект предусматривает выделение денег из федерального бюджета на реализацию инициативы. Вместе с тем, в документе не прописаны источники финансирования дополнительных затрат, как того требует законодательство (ст. 83 Бюджетного кодекса РФ). Кабмин также подчеркнул, что ранее уже отклонял аналогичные законопроекты.

Добавим, что на прошлой неделе в нижнюю палату парламента поступили еще два законопроекта об индексации пенсий работающим пенсионерам. Разработчики отмечали, что в результате отмены индексации пенсий работающим пенсионерам большая часть из них ушла «в тень». В результате сильно сократились поступления в ПФР и доходы федерального бюджета за счет неуплаченного НДФЛ. Заключения Правительства РФ на эти законопроекты пока нет.
