С такой инициативой1 выступил депутат Госдумы Олег Нилов. Депутат предложил субсидировать приобретение жизненно необходимых и важнейших лекарственных средств гражданами, чьи расходы на эти цели превышают 10% совокупного дохода от трудовой, предпринимательской и иной деятельности. А для граждан с доходом ниже установленного прожиточного минимума максимально допустимая доля расходов на эти цели будет уменьшаться в соответствии с поправочным коэффициентом, равным отношению дохода к прожиточному минимуму.
В соответствии с проектом, для получения субсидий гражданам необходимо будет подать заявление в орган исполнительной власти субъекта Федерации или уполномоченное учреждение.
Предполагается, что средства субсидии будут перечисляться гражданам до начала приема необходимого лекарства в соответствии с врачебным назначением. А если гражданин приобретет эти лекарства за свой счет, субсидию выплатят в порядке компенсации понесенных расходов.

При этом согласно документу региональным и местным властям может быть предоставлено право устанавливать субсидии в большем размере, чем установленный на федеральном уровне за счет местных бюджетов.
По мнению разработчика документа, принятие законопроекта позволит защитить наименее обеспеченные слои граждан и сохранить их здоровье.
