Председатель Правительства РФ Михаил Мишустин расширил возможности программы «Фабрика проектного финансирования», сообщается на сайте кабмина1 (документ будет опубликован позже). Инвесторы смогут снизить долю собственных средств и увеличить срок окупаемости проектов.
Речь, напомним, идет о крупном бизнесе. «Фабрика проектного финансирования», запущенная в 2018 году, позволяет предпринимателям воспользоваться крупными льготными кредитами на реализацию инвестиционных проектов в приоритетных отраслях экономики. Получить такие займы можно на проекты стоимостью от 3 млрд руб. Кредиторами выступают одновременно несколько банков и госкорпорация «ВЭБ.РФ». Они предоставляют заемщику синдицированный, то есть совместный, кредит (постановление Правительства РФ от 15 февраля 2018 г. № 158 «О программе «Фабрика проектного финансирования»).

Поправки смягчили требования к потенциальным заемщикам. В частности, с 20% до 10% стоимости проекта снижена доля собственных средств заемщика на операционной стадии. Вместе с тем с 20 до 30 лет увеличен срок окупаемости проектов.
Кроме того, теперь у инвесторов появится возможность совмещать различные виды господдержки в рамках одного проекта, а также объединить несколько инвестиционных решений в один проект.
Также продлен до 1 июля 2021 года срок подачи заявок на участие в программе для юридических лиц, не являющихся проектными компаниями.
В Правительстве РФ отмечают, что сегодня в портфеле «фабрики» находится более 40 инвестиционных проектов на общую сумму свыше 3,5 трлн руб. Одобрение уже получили 14 проектов общей стоимостью 1 трлн руб., по 11 из них подписаны договоры синдицированного займа. Среди наиболее крупных – строительство горно-металлургического комбината в Забайкалье, строительство третьей очереди производства метанола в Тульской области и т. д. В 2021 году «ВЭБ.РФ» планирует рассмотреть еще восемь потенциальных проектов более чем на 600 млрд руб.
