ПФР представил для общественного обсуждения проект1 Порядка назначения страховой пенсии по старости в автоматическом режиме. Пенсия будет назначаться автоматически, если гражданин подал соответствующее заявление на Едином портале госуслуг. Исключение составят военнослужащие и космонавты, имеющие право на одновременное получение пенсии за выслугу лет или пенсии по инвалидности и пенсии по старости.
Пенсия автоматически будет назначена гражданам, которые:
достигли пенсионного возраста; имеют страховой стаж не менее 15 лет; обладают индивидуальным пенсионным коэффициентом со значением не менее 30; работали только на территории России.
ПФР сам проверит наличие этих условий исходя из данных индивидуального (персонифицированного) учета и сведений, полученных от других ведомств. Если все в порядке, заявитель должен будет заполнить согласие на назначение пенсии в автоматическом режиме. После этого в личный кабинет на портале госуслуг придет получит уведомление о приеме заявления. Если же гражданин не заполнил согласие или оно не соответствует каким-либо требованиям, его заявление о назначении пенсии будет передано территориальному органу ПФР для рассмотрения в общем порядке.
Пенсия будет назначена со дня обращения, но не ранее возникновения права на пенсионное обеспечение.
Если к незамедлительному назначению пенсии нет препятствий, она будет назначена автоматически в срок не более трех часов с момента регистрации заявления с согласием гражданина. В течение 15 минут после этого сведения о назначении пенсии появятся в личном кабинете на портале госуслуг.

Возможность автоматического назначения пенсий предусмотрена ст. 22.1 Федерального закона от 28 декабря 2013 г. № 400-ФЗ «О страховых пенсиях», которая вступит в силу с 1 января 2022 года. Планируется, что новый порядок начнет применяться с этой же даты.
