Теперь для получения соцвыплаты молодые семьи могут подать документы как путем личного обращения в орган местного самоуправления по месту жительства, так и в электронной форме через единый портал госуслуг. В случае подачи документов в электронной форме они подписываются простой электронной подписью, возможной при использовании портала госуслуг. Соответствующее постановление Правительства РФ от 27 октября 2020 г. № 1747 подписал премер-министр РФ Михаил Мишустин. Документ вступит в силу по истечении семи дней после дня официального опубликования.
Напомним, участниками целевой программы могут быть молодая семья, в том числе имеющая одного ребенка и более, где один из супругов не является гражданином РФ, а также неполная молодая семья, состоящая из одного молодого родителя, являющегося гражданином РФ, и одного ребенка и более. При этом возраст каждого из супругов не должен превышать 35 лет. Молодая семья должна быть признана нуждающейся в жилом помещении, и доходы семьи, позволяющие получить кредит, либо иные денежные средства, должны быть достаточны для оплаты расчетной (средней) стоимости жилья в части, превышающей размер предоставляемой социальной выплаты (постановление Правительства РФ от 17 декабря 2010 г. № 1050).

Для участия в программе «Обеспечение доступным и комфортным жильем и коммунальными услугами граждан Российской Федерации» необходимо подать следующие документы:
заявление по утвержденной форме; копии паспортов членов семьи; копию свидетельства о браке (на неполную семью не распространяется); документ, подтверждающий признание молодой семьи нуждающейся в жилом помещении; документы, подтверждающие признание молодой семьи имеющей доходы, позволяющие получить кредит, либо иные денежные средства для оплаты расчетной (средней) стоимости жилья в части, превышающей размер предоставляемой социальной выплаты; копию документа, подтверждающего регистрацию в системе индивидуального (персонифицированного) учета каждого члена семьи.
Социальная выплата для молодой семьи предоставляется на покупку дома, квартиры в новостройке, строительство собственного жилья, а также на первоначальный взнос или погашение ипотеки. Размер социальной выплаты сегодня составляет 30%–35% стоимости жилья.
Кроме того, с июля этого года социальную выплату молодая семья может использовать для рефинансирования ипотеки.
