Величину прожиточного минимума пенсионера в субъектах РФ планируется определять путем умножения соотношения величины прожиточного минимума пенсионера в регионе за первое полугодие текущего года с величиной прожиточного минимума пенсионера в целом по России за данный период на величину прожиточного минимума пенсионера на очередной финансовый год в целом по РФ. Последняя величина должна соответствовать базовому варианту Прогноза социально-экономического развития страны на среднесрочный период.

Напомним, значение величины регионального прожиточного минимума пенсионера учитывается при установлении социальной доплаты к пенсии на очередной финансовый год. В частности, общая сумма материального обеспечения неработающего российского пенсионера, получающего пенсию в РФ, не может быть меньше величины прожиточного минимума пенсионера, установленной в субъекте РФ (ст. 12.1 Федерального закона от 17 июля 1999 г. № 178-ФЗ «О государственной социальной помощи»).
Также в проекте постановления1 прописан порядок информационного взаимодействия уполномоченных органов с целью доведения до сведения заинтересованных органов и ведомств необходимых для исчисления показателей.
Авторы инициативы считают, что утверждение единого порядка определения величины регионального прожиточного минимума пенсионера позволит исключить необоснованное занижение или завышение такой величины и будет способствовать обеспечению надлежащего уровня социальной поддержки малоимущих пенсионеров.
