Авторами пакета законодательных инициатив выступила группа депутатов Госдумы во главе с Сергеем Мироновым. Документы, внесенные в нижнюю палату парламента, направлены на усиление социальной поддержки граждан.
В частности, предлагается:
увеличить (почти в 10 раз) размер пособий для неработающих трудоспособных граждан, осуществляющих уход за ребенком-инвалидом до 18 лет либо инвалидами детства I группы1 (вместо 1200 руб., предусмотренных в настоящее время для лиц, ухаживающих за своими близкими без оформления опеки, предлагается установить выплату в 10 тыс. руб. для всех неработающих трудоспособных лиц, которые ухаживают за детьми с инвалидностью или инвалидами детства I группы); продлить срок выплаты пособий по уходу за ребенком с полутора до трех лет (парламентарии считают, что пособия по уходу за ребенком должны выплачиваться на протяжении всего срока декретного отпуска) и ввести выплаты для некоторых категорий граждан, которые в настоящее время не получают соответствующей поддержки от государства2 (например, для обучающихся в вузах, а также для неработающих женщин, которые до обращения за пособием трудились хотя бы в течение одного года из двух предшествующих декрету); упростить порядок получения социальных выплат для родителей детей с инвалидностью3 (авторы законопроекта считают избыточным открытие родителями так называемых номинальных счетов для получения выплат).
Отметим, некоторые из указанных инициатив депутаты предлагали и ранее, но они не были поддержаны в Госдуме.
