Правительство РФ своим постановлением от 13 июня 2019 г. № 756 утвердило поправки в Основы формирования индексов изменения размера платы граждан за коммунальные услуги в Российской Федерации, утв. постановлением Правительства РФ от 30 апреля 2014 г. № 400. Корректировки направлены на исключение возможности необоснованного роста платы, вносимой гражданами за коммунальные услуги.
В частности, введен новый раздел, посвященный регламентации порядка согласования ФАС России применения оснований установления по муниципальным образованиям предельных индексов, превышающих индекс по субъекту РФ более чем на величину отклонения по субъекту РФ. Установлен перечень необходимых для согласования документов и указаны сроки такой процедуры. Также сокращен перечень оснований, позволяющих превышать предельные индексы роста платы за коммунальные услуги. «Тарифный дисбаланс уже не получится просто так устранить, перекладывая издержки на жителей. Кроме того, регионы будут обязаны согласовывать эти превышения индексов с Федеральной антимонопольной службой», – подчеркнул Председатель Правительства РФ Дмитрий Медведев.
Кроме того, постановлением уточнен состав сведений, указываемых в обосновании величины установленных предельных индексов. В него дополнительно включены такие показатели, как:
численность населения, изменение размера платы за коммунальные услуги в отношении которого равно (или менее) установленному индексу по субъекту РФ;доля населения, изменение размера платы за коммунальные услуги в отношении которого равно (или менее) установленному индексу по субъекту, в общей численности населения на территории муниципального образования и субъекта РФ;численность населения, изменение размера платы за коммунальные услуги в отношении которого более установленного индекса по субъекту РФ, но менее (или равно) установленного предельного индекса, превышающего установленный индекс по субъекту не более чем на величину отклонения;доля населения, изменение размера платы за коммунальные услуги в отношении которого более установленного индекса по субъекту, но менее (или равно) установленного предельного индекса, превышающего индекс по субъекту не более чем на величину отклонения, в общей численности населения на территории муниципалитета и региона;численность населения, изменение размера платы за коммунальные услуги в отношении которого более установленного индекса по субъекту РФ;доля населения, изменение размера платы за коммунальные услуги в отношении которого более установленного индекса по субъекту, в общей численности населения на территории муниципального образования и субъекта;совокупная сумма увеличения вносимой гражданами муниципального образования платы за коммунальные услуги в результате установления по муниципальному образованию предельных индексов, превышающих установленный индекс по субъекту РФ, с разбивкой по месяцам.
