Для этого предлагается признать утратившей силу ч. 3.1 ст. 12.5 КоАП, которая устанавливает ответственность за управление транспортным средством, на котором установлены стекла (в т. ч. покрытые прозрачными цветными пленками), светопропускание которых не соответствует требованиям технического регламента о безопасности колесных транспортных средств. С соответствующей инициативой выступила группа депутатов Госдумы во главе с Игорем Лебедевым и Ярославом Ниловым.
Напомним, в настоящее время штраф за указанное правонарушение составляет 500 руб. При этом парламентарии указывают на ряд проблем с применением такой ответственности, связанных в т. ч. с погрешностями в работе приборов для замеров светопроницаемости стекол, а также с влиянием внешних факторов (температуры воздуха, влажности и давления) на результаты измерений.
