Всего были одобрены 42 стратегические инициативы, образующие шесть блоков: «технологический рывок», «социальная сфера», «государство для граждан», «экология», «цифровая трансформация» и «строительство». В рамках первых двух направлений разработано наибольшее количество проектов, нацеленных на ускорение обновления важнейших отраслей экономики и создание возможностей для самореализации граждан. Остальные инициативы предусматривают меры по модернизации системы здравоохранения («Санитарный щит страны – безопасность для здоровья»), обновлению инфраструктуры («Новый ритм строительства»), эффективному обращению с отходами («Генеральная уборка») и фокусированию внимания государства на интересах граждан («Клиентоцентричность»). Соответствующее Распоряжение Правительства РФ от 6 октября 2021 г. № 2816-р1 подписал Председатель Правительства Михаил Мишустин.
Для принятия данного решения были сформированы пять рабочих групп, в состав которых вошли представители бизнес-сообщества, федеральных и региональных органов государственной власти, а также эксперты различных профильных организаций. Ими были рассмотрены и проанализированы 250 идей, после чего – отобраны наиболее удачные. При выборе учитывались два критерия: соответствие проектов реальным запросам граждан, а также степень улучшения качества жизни в случае их реализации.
Напомним, стратегические инициативы были разработаны и утверждены в целях реализации Указа Президента РФ от 21 июля 2020 г. № 474 «О национальных целях развития Российской Федерации на период до 2030 год». К таковым отнесены сохранение населения, здоровье и благополучие людей, возможности для самореализации и развития талантов, комфортная и безопасная среда для жизни, достойный, эффективный труд и успешное предпринимательство, а также цифровая трансформация.
