«Дорожная карта» Банка России по развитию финансирования субъектов МСП на 2021-2022 годы направлена на совершенствование традиционных кредитных инструментов финансовой поддержки МСП и продвижение новых компаний. Документ1, размещенный на сайте регулятора, содержит 7 основных мероприятий с графами об ожиданиях результатов и по срокам их реализации.
Так, до IV квартала текущего года планируется развивать банковское кредитование субъектов МСП, в частности, оптимизировать процесс оценки заемщика – субъекта МСП для банков в целях резервирования. Также будет проработана возможность установления единой формы электронной банковской гарантии и единого порядка обработки электронной банковской гарантии.
Ко II кварталу 2021 года планируется повысить льготное кредитование для малого и среднего бизнеса, например, проработать предложения в части упрощения механизма привлечения фондирования в рамках Программы стимулирования кредитования субъектов МСП, а также предложения в части возможности оптимизации программы субсидирования в рамках постановления Правительства РФ от 30 декабря 2018 г. № 1764.
Будут рассмотрены предложения по внесению изменений в законодательство о расширении случаев признания резидента исполнившим обязанность по репатриации валютной выручки в случае заключения со страховыми организациями – резидентами из числа субъектов МСП, договоров страхования рисков неисполнения нерезидентом обязательств по экспортным внешнеторговым договорам.

Во II квартале этого года будет рассмотрена возможность проведения банками процедуры удаленной идентификации клиента с использованием видеопотока. Также планируется реализовать мероприятия по расширению использования СБП. В частности, в 2021 году все системно значимые банки предоставят субъектам МСП возможность оплаты товаров, работ, услуг с использованием СБП, а в 2022 году – банки с универсальной лицензией.
В сфере развития финансовых услуг для субъектов МСП будет проработан подход к определению уровней кредитного рейтинга ценных бумаг, размещаемых субъектами МСП, при которых такие ценные бумаги будут доступны неквалифицированным инвесторам. Субъектам МСП обеспечат доступ к финансированию с помощью краудинвестинговых платформ, в том числе с использованием мер поддержки. Разработают предложения о расширении использования факторинга.
Уделено внимание необходимости повышения информированности субъектов МСП, в том числе по статистическим данным о кредитовании сегмента МСП. В течение года будут подготовлены предложения по стимулирующему налоговому регулированию деятельности МФО предпринимательского финансирования. Кроме того, в течение всего периода запланированы мероприятия по повышению финансовой грамотности предпринимателей.
