Рабочая группа под руководством Заместителя Председателя Госдумы Ирины Яровой подготовила законопроект о создании единой образовательной платформы на базе информационной системы итоговой аттестации, где публично будут размещены заявки работодателей, на основе которых будет формироваться количество бюджетных целевых мест и количество вакансий. На каждую из таких заявок будет формироваться самостоятельный конкурс, в котором сможет участвовать любой выпускник.
Как отметила автор инициативы Ирина Яровая, законопроект предлагает1 возможности для:
молодежи – сделать целевое обучение доступным для всех абитуриентов на открытой конкурсной основе; работодателей – осуществить отбор лучших абитуриентов и возможность формировать требования к успеваемости студента; выпускников и работодателей – гарантированное рабочее место и наполнение экономики квалифицированными кадрами; вузов – соединение теоретической подготовки с практикой, публичную оценку качества обучения.
Кроме того, в законопроекте планируется наряду с бюджетным целевым набором ввести открытый и доступный всем целевой набор в вузы за счет частных инвестиций, что является выгодным вложением для крупных корпораций работодателей. Отмечено, что вопросы обучения в аспирантуре также будут обсуждены в законопроекте.
Авторы инициативы уверены, что в случае принятия проекта закона появится эффективная и понятная система целевого набора и гарантированная перспектива для молодежи и для экономики страны. Принципиально важной, отметили разработчики, является поддержка законопроекта Минтрудом России, поскольку именно это ведомство должно формировать методику прогнозирования баланса рынка труда для регионов.

Инициатива разработана в рамках поручений Президента РФ в адрес Минтруда России, Минобрнауки России, Минфина России и губернаторов регионов о совместной с работодателями разработке мер по содействию трудоустройству выпускников вузов. Ирина Яровая заметила, что сегодня процедура по формированию контрольных цифр приема громоздкая, непубличная и длится два года. В свою очередь, законопроектом предлагается перевести эту работу в открытый режим и повысить эффективность и оперативность такой работы.
Сообщается, что проект закона будет направлен для согласования Председателю Правительства РФ и в рабочую группу Госсовета по направлению «Образование и наука».
