Законопроектом1, внесенным сегодня в Госдуму Правительством РФ, предусмотрено изменение основных показателей бюджета. Документ был рассмотрен и одобрен на заседании Правительства РФ 23 мая 2019 года.
Так, профицит бюджета снизится по сравнению с показателями, утвержденными Федеральным законом от 29 ноября 2018 г. № 459-ФЗ с 1 932 млрд руб. до 1 881 млрд руб. и составит 1,7% к ВВП. Произойдет это из-за роста общего объема расходов с 18 037 млрд руб. до 18 293 млрд руб.
Общий объем доходов тоже планируется увеличить с 19 969,3 млрд руб. до 20 174 млрд руб. Связано это будет с ростом доходов, полученных не от нефтегазовой сферы, ведь именно последние, по расчетам экспертов должны снизиться на 6% – с 3 369 млрд руб. до 3 177 млрд руб.
Ожидается и увеличение объема ВВП с 105 820 млрд руб. до 109 086 млрд руб. Однако, как указано в пояснительной записке к законопроекту, учитывая ожидаемую сдержанную динамику темпов роста инвестиций в основной капитал и потребительского спроса, прогноз роста ВВП по итогам 2019 года пока остался без изменений (1,3%).
А вот верхний предел государственного внутреннего долга на 1 января 2020 года планируется снизить на 2,5% – с 11 612 млрд руб. до 11 329 млрд руб. Аналогично будет снижен и внешний долг – с 64,6 млрд долларов США до 64,3 млрд долларов США.
Уровень инфляции остался неизменным – 4,3%. Сообщается, что рост был ожидаемым в связи с повышением НДС и оказался существенно ниже, чем предполагалось ранее. На это повлияла заблаговременная корректировка цен, которая началась во второй половине 2018 года. Основной пик роста цен пришелся, как и ожидалось, на январь этого года, а максимальная инфляция была в марте. В настоящее же время перенос повышения НДС в цены в основном завершен.
