Напомним, в конце прошлого года были принятые поправки, согласно которым начиная с 1 января 2019 года и далее ежегодно с 1 января соответствующего года минимальный размер оплаты труда (МРОТ) устанавливается федеральным законом в размере величины прожиточного минимума трудоспособного населения в целом по России за II квартал предыдущего года (ст. 1 Федеральный закон от 19 июня 2000 г. № 82-ФЗ «О минимальном размере оплаты труда»).

Глава Минтруда России отметил, что повышение МРОТ до прожиточного минимума трудоспособного населения не оказало негативного влияния на рынок труда, его предполагается увеличивать и в последующем.
Кроме того, по словам министра, в конце текущего – начале следующего года планируется обсудить с Федерацией независимых профсоюзов, работодателями и учеными вопрос обновления потребительской корзины. «С 1 января 2021 года корзина будет пересмотрена. Пересмотрена, естественно, в большую сторону», – заявил Топилин. Речь, в частности, идет об актуализации требований к наполнению корзины (прежде всего, продуктами питания).
Также в планах министерства на ближайшие годы:
реализация до 2024 года задачи уменьшения вдвое количества россиян с доходами ниже прожиточного минимума (за счет роста зарплаты, повышения производительности труда, увеличения зарплат в коммерческом и во внебюджетном секторах, а также за счет оказания социальной помощи); подготовка на следующий год предложений по оказанию финансовой помощи регионам на финансирование реализации технологии социального контракта; принятие мер по дальнейшему снижению уровня травматизма и количества несчастных случаев со смертельным исходом (уже готовятся для внесения в Госдуму соответствующие поправки в Трудовой кодекс и законодательство о спецоценке условий труда); доработка поправок в ТК РФ по переходу на электронные трудовые книжки; работа над развитием предоставления электронных госуслуг в социальной сфере, внедрением электронного кадрового делопроизводства.
В своем выступлении Максим Топилин затронул и проблему задолженности по заработной плате. Он сообщил о разработке законопроекта, предоставляющего трудовой инспекции право направлять документы в ФССП России для автоматического списания средств со счетов работодателей – предполагается, что это позволит обеспечить гарантии работников на своевременную выплату зарплаты во внеочередном порядке. Минтруд России намерен в ближайшее время внести в Госдуму соответствующую инициативу.
