Сегодня на заседании Правительства РФ премьер-министр РФ Михаил Мишустин сообщил1 о разработке большого пакета изменений законодательства в сфере госзакупок. Так, способы определения поставщика будут сокращены до трех: конкурс, аукцион и запрос котировок. Снизится и количество видов конкурсов, будут исключены сложные двухэтапные конструкции и конкурсы с ограниченным участием.
Помимо этого, весь документооборот в сфере госзакупок планируется вести в электронной форме. Будут установлены единые требования к документам и срокам процедур, в том числе по рассмотрению заявок. Также уточнят основания проведения закупки у единственного поставщика. Предусматривается усиление предквалификации: к закупкам на суммы свыше 20 млн руб. будут допускаться компании с успешным опытом исполнения государственного или муниципального контракта в течение последних трех лет.
Кроме того, по словам премьер-министра, Правительство РФ разрабатывает законопроект об упрощении процедур в сфере строительства. В частности, будет изменен порядок подключения строящихся объектов к инженерным сетям, также при строительстве государственных объектов можно будет одновременно с оформлением прав на земельные участки подать заявку и на их подключение к сетям. Эти меры позволят сократить сроки открытия новых детских садов, школ, больниц, поликлиник и других объектов.

На субсидирование льготных авиабилетов для жителей Дальнего Востока Правительство РФ дополнительно выделит 5 млрд руб. Авиабилеты по специальному сниженному тарифу, в том числе для перелетов в отпуск, к родственникам или на лечение для дальневосточников составит от 8 тыс. до чуть больше 10 тыс. руб.
Чтобы поддержать предприятия пищевой промышленности кабинет министров направит в регионы более 4,5 млрд руб. в целях недопущения повышения цен из-за роста стоимости зерновых. Минсельхозу России поручено в ускоренные сроки заключить с регионами соглашения о предоставлении трансфертов.
Для реализации национальной цели об увеличении доли занимающихся спортом людей до 70% к 2030 году, поставленной Президентом РФ, Михаил Мишустин отметил важность создания спортивной инфраструктуры в шаговой доступности от дома или работы. В этой связи на финансирование строительства объектов для занятия физической культурой Правительство РФ направит регионам 2 млрд рублей. Планируется создать 100 физкультурно-оздоровительных комплексов открытого типа, футбольных полей и ледовых арен как в городах, так и в сельской местности, оснастить их спортинвентарем, а также приспособить их для занятий людей с инвалидностью.
