Сергей Собянин подписал указ, согласно которому с 22 января 2021 года в Москве возобновляется работа колледжей, учреждений дополнительного образования, спортивных школ и детских досуговых учреждений, находящихся в ведении Правительства Москвы. Транспортные карты обучающихся будут разблокированы (указ Мэра Москвы от 21 января 2021 г. № 3-УМ).
При этом дистанционное образование студентов вузов продолжается до 6 февраля в соответствии с решением Минобрнауки России. Дальнейший формат обучения студентов вузов также будет согласовываться с Минобрнауки России.
Увеличивается разрешенное количество зрителей для посещения театров, кинотеатров и концертных залов с 25% до 50% общей вместимости зрительного зала.
Отменяются ограничения для работы детских развлекательных центров, лагерей дневного пребывания, детских комнат в ТРЦ, детских уголков. При этом количество одновременно находящихся детей и взрослых на таких объектах не должно превышать 50% общей вместимости.

С 22 января возобновится работа музеев, библиотек, других учреждений культуры. Также можно будет проводить зрелищные, культурно-досуговые, развлекательные, массовые спортивные, рекламные и иные подобные мероприятия при соблюдении условия – не более 50% общей вместимости соответствующих помещений.
До существенного улучшения эпидемиологической ситуации сохраняются:
требование о переводе не менее 30% сотрудников организаций на дистанционную работу; домашний режим для жителей старше 65 лет и граждан, страдающих хроническими заболеваниями; ограничения в режиме работы (с 23.00 до 6.00) предприятий общественного питания, ночных клубов, баров, дискотек, караоке, боулингов и других аналогичных заведений.
