Разработанным министерством проектом приказа предусмотрено увеличение минимальных цен на этиловый спирт, произведенный из пищевого сырья, с 1 января 2020 года.
В настоящее время действует минимальная цена на этиловый спирт в размере 49 руб. (приказ Росалкогольрегулирования от 21 сентября 2015 г. № 283). Такая цена неизменна с конца 2015 года, в связи с чем Минфин России считает ее несоответствующей сложившейся конъюнктуре рынка. Он предлагает проиндексировать эту цену, установив ее на уровне 57 руб. за 1 литр безводного спирта начиная с 2020 года.
Так, в случае одобрения проекта приказа1 цена (без учета акциза и НДС) на этиловый спирт, произведенный из пищевого сырья, не ниже которой осуществляются его закупка (за исключением импорта), поставки (за исключением экспорта), будет установлена в размере 57 руб. за 1 литр безводного спирта. Исключение предусмотрено для денатурированного этилового спирта, головной фракции этилового спирта (отходов спиртового производства), спирта-сырца, дистиллятов винного, виноградного, плодового, коньячного, кальвадосного, вискового. Такая поправка, в первую очередь, затронет лиц, осуществляющих производство этилового спирта из пищевого сырья и производство алкогольной продукции и спиртосодержащей пищевой продукции. Также она будет учитываться при проверках Росалкогольрегулированием.
Как отмечается в пояснительной записке к документу, новая цена сформирована путем индексации на суммарный уровень фактической инфляции в период 2016-2018 годов с учетом данных Росстата. Также в индексацию заложен прогнозный уровень инфляции на 2019 год в размере 3,8% по сценариям прогноза социально-экономического развития, разработанным Минэкономразвития России на текущий год.
