5 декабря Председатель Правительства РФ Дмитрий Медведев ответил на вопросы в рамках интервью журналистам пяти российских телеканалов. Традиционно были подведены некоторые итоги работы кабинета министров в уходящем году.
Одной из тем, освещенной в ходе разговора с премьер-министром, стала поддержка и развитие инвестиционной деятельности. Данный вопрос входит в одно их приоритетных направлений программы Правительства РФ по ускорению экономического роста страны, которая разработана во исполнение Указа Президента РФ от 7 мая 2018 г. № 204 «О национальных целях и стратегических задачах развития Российской Федерации на период до 2024 года».
Так, 29 октября 2019 года премьер-министром подписано соответствующее поручение в срок до 16 декабря 2019 года Минфину России и Минэкономразвития России обеспечить принятие федерального закона «О защите и поощрении капиталовложений и развитии инвестиционной деятельности в Российской Федерации » и его вступление в силу. Дмитрий Медведев отметил, что принятие данного закона способно решить такие задачи как: внедрение новых технологий, создание на их основе новых продуктов, лекарств, кроме того, на рынке труда появятся новые профессии, специальности, в которых нуждается экономика России.
Председатель Правительства РФ подчеркнул, что законом должен быть предусмотрен новый специальный порядок осуществления инвестиционной деятельности, предоставления определенных преференций компаниям, готовым вкладываться в российскую экономику, тем самым увеличивать число таких инвесторов в целях улучшения делового климата в стране. Также предполагается внесение соответствующих изменений в гражданское, административное и уголовное законодательство.
Помимо этого, Дмитрий Медведев сообщил о принятом решении задействовать в ближайшие несколько лет денежные ресурсы (около 1 трлн руб.) из Фонда национального благосостояния России, которые будут направлены на финансирование инвестиционных проектов в рамках принятого закона.
