По поручению Президента РФ кабинет министров завершает разработку нормативной базы для сдерживания роста цен на социально значимые продукты, сообщается на правительственном сайте. Решения закреплены в соответствующих постановлениях.
Для снижения и поддержки цен на нормальном уровне Минпромторг России и ФАС России будут заключать с производителями продовольственных товаров, торговыми сетями соглашения (постановление Правительства РФ от 14 декабря 2020 г. № 2094). Договоренность о ценах, в частности, на сахар, подсолнечное масло будет действовать до конца I квартала 2021 года. Отслеживание за исполнением соглашений поручено ФНС России в дополнение к мониторингу Росстата.
Отмечается, что в целях стабилизации цен на муку, хлеб, вывоз пшеницы, ржи, ячменя и кукурузы устанавливается тарифная квота в размере 17,5 млн т. Экспортные поставки зерновых свыше указанного размера подлежат обложению пошлиной в 50% от таможенной стоимости вывозимой продукции, но не менее 100 евро за одну тонну. В пределах квоты пошлины на вывоз ржи, ячменя и кукурузы составят 0%, на вывоз пшеницы – 25 евро за тонну. Данное решение касается продукции, экспортируемой РФ за пределы ЕАЭС, и будет действовать с 15 февраля до 30 июня 2021 года (постановления Правительства РФ от 14 декабря 2020 г. № 2096 и от 14 декабря 2020 г. № 2097).

Помимо этого, для производителей муки предусматриваются субсидии на возмещение части затрат, связанных с приобретением пшеницы. Правительством РФ утверждены соответствующие правила распределения финансовой поддержки, согласно которым производители муки смогут компенсировать до 50% разницы между текущей ценой на продовольственную пшеницу и ее среднемесячной средней ценой за аналогичные периоды предыдущих трех лет с учетом инфляции (постановление Правительства РФ от 14 декабря 2020 г. № 2095).
Мониторингом и оперативным реагированием на изменение цен на востребованные товары будет заниматься созданная межведомственная рабочая группа под руководством первого вице-премьера РФ Андрея Белоусова.
