В рамках ежегодного отчета о результатах деятельности Правительства РФ Михаил Мишустин выступил в Госдуме. По итогу доклада председателя Правительства РФ был утвержден перечень мероприятий и поручений для министерств и служб, направленных на обеспечение регионов достаточным финансированием и социальными гарантиями для граждан. Соответствующая информация размещена на официальном сайте Правительства РФ сегодня.
Так, в частности не позднее 26 мая Минздраву России и Минфину России поручено направить по 25 млрд руб. из бюджета Федерального фонда ОМС на дополнительное финансирование:
• обеспечения медпомощи застрахованным лицам; • для медпомощи гражданам, у которых выявлена новая коронавирусная инфекция, в субъекты РФ.
Запрос регионов о дополнительной финансовой помощи обусловлен продолжением лечения больных COVID-19 и текущей плановой госпитализации граждан, которые дают нагрузку на работу медучреждений.
До 1 июля Минэкономразвития России, Минтруду России, Минстрою России и Минфину России необходимо будет совместно проработать вопрос установления допустимой доли расходов граждан на оплату ЖКУ с совокупного дохода семьи по субъектам РФ. Вместе с тем, в рамках доклада было отмечено, что регионы самостоятельно должны урегулировать этот вопрос, а именно установить размер доли расходов для всех граждан или для определенной категории с учетом финансовых возможностей каждого субъекта РФ.
Не позднее 10 июня Минфину России поручено выделить Минтрансу России 100 млрд руб. для реализации плана дорожного строительства в рамках национального проекта «Безопасные качественные автомобильные дороги». Об этом мы писали ранее.
До 15 июля Минстрою России продолжить работу по определению правого статуса помещений в многофункциональных зданиях, в том числе используемых для проживания граждан. Напомним, соответствующий законопроект1 внесен на рассмотрение Госдумы в апреле текущего года и направлен на установление правового регулирования многофункциональных зданий, порядка обслуживания помещений в них и оплату ЖКУ. На текущую дату законопроект зарегистрирован и находится на рассмотрении Совета Госдумы.
До 2 августа Минпромторг России, Минэнерго России и Минсельхоз России должны представить совместно утвержденный отраслевой план импортозамещения. Целью программы является поддержка и создание качественных продуктов и развитие российского экспорта.
