Напомним, сегодня работодатели получают субсидии при трудоустройстве выпускников колледжей и вузов 2020 года, а также тех, кто был зарегистрирован в качестве безработного на 1 января 2021 года (п. 2 Правил предоставления субсидий Фондом социального страхования Российской Федерации в 2021 году из бюджета Фонда социального страхования Российской Федерации юридическим лицам и индивидуальным предпринимателям в целях их стимулирования к трудоустройству безработных граждан; далее – Правила).
Кстати, предлагается изменить эту дату. Работодателям будут субсидировать наем работников, которые имели статус безработного по состоянию не на 1 января, а на 1 июля 2021 года. Это позволит расширить базу соискателей более чем на 700 тыс. человек.
Размер субсидии не изменится – он по-прежнему будет составлять сумму МРОТ, страховых взносов и районного коэффициента, умноженную на численность трудоустроенных граждан. Субсидия, как и в настоящее время, будет предоставляться по истечении первого, третьего и шестого месяцев работы новых работников (п. 9, п. 10 Правил).
Но могут измениться правила, по которым определяют – достиг работодатель результата субсидии или нет (если не достиг, то размер субсидии уменьшится). Так, по состоянию на 15 декабря 2021 года работодатель должен сохранить в штате не менее 80% работников, трудоустроенных в рамках программы поддержки (п. 35 Правил). Проектом предлагается не учитывать при расчете сотрудников, которые уволились по собственному желанию.
