Правительство РФ внесло в Госдуму законопроект1 об ужесточении контроля за действительностью заграничных паспортов и соблюдением правил их выдачи. Так, появятся основания для признания этих документов недействительными:
утрата загранпаспорта; изменение фамилии, имени, отчества, сведений о дате рождения либо смена пола; истечение срока действия загранпаспорта; смерть владельца загранпаспорта; прекращение гражданства владельца паспорта, отмена решения о приобретении им гражданства либо выявление факта отсутствия гражданства в результате проверки; оформление паспорта по поддельным или недействительным документам, или недостоверным сведениям, или на поддельном бланке; наличие в паспорте недостоверных сведений; признаки непригодности паспорта; неполучение паспорта после его оформления (через 3 года для владельца паспорта и через год для организации, которая отправляла работника в зарубежную командировку).
Сведения о недействительных загранпаспортах будут подлежать отдельному учету. При замене загранпаспорта новый документ будут выдавать только при занесении в базу информации о недействительности старого.
Для дипломатических и служебных паспортов основания недействительности те же, и есть еще одно – невозврат документа без уважительной причины направляющей организации в пятидневный срок.
Если при проведении проверки выяснится, что паспорт выдан по поддельным документам, на основании недостоверных сведений или на фальшивом бланке, владелец получит уведомление о недействительности паспорта.
Поправки разработаны для того, чтобы пресечь въезд и выезд из России по недействительным паспортам. Кроме того, сведения о таких паспортах будут передавать в Интерпол.

Изменения могут быть внесены в Федеральный закон от 15 августа 1996 г. № 114-ФЗ «О порядке выезда из Российской Федерации и въезда в Российскую Федерацию»
