Председатель Правительства РФ Михаил Мишустин провел заседание Правительства РФ, в ходе которого обсуждалась подготовка проекта федерального бюджета на 2022 год и плановый период 2023 и 2024 годов1. «В его основе – одна простая идея: рост благополучия людей», – заявил премьер-министр.
Он добавил, что расходы на эти цели сокращать не планируется. Наоборот, предусмотрено их значительное поэтапное увеличение в течение трех последующих лет. Например, финансирование национальных проектов в 2024 году вырастет более чем на треть по отношению к уровню 2020 года. Почти в четыре раза больше средств планируется направить на реализацию задач, которые Президент РФ Владимир Путин поставил в Послании Федеральному Собранию от 21 апреля 2021 года.
Михаил Мишустин обозначил главные направления бюджетных ассигнований в социальной сфере:
адресная поддержка людей, прежде всего семей с детьми и тех, кто оказался в сложной жизненной ситуации, а также нуждающихся одиноких родителей; развитие здравоохранения, борьба с опасными заболеваниями (сердечно-сосудистыми, онкологией), а также модернизация первичного звена здравоохранения. «Особое внимание будет уделено жителям сельских поселений и малых городов. Для них медицинская помощь должна стать более доступной, поэтому в бюджете предусмотрено финансирование на приобретение мобильных комплексов и новых автомобилей скорой помощи», – поделился премьер-министр; оказание высокотехнологичной медицинской помощи; проведение углубленной диспансеризации для тех, кто перенес COVID-19; повышение доступности и качества образования; выплата пенсий, других компенсаций и пособий, в том числе по временной нетрудоспособности, беременности и родам, единовременных выплат при рождении ребенка, оплата больничного по уходу за ребенком до восьми лет по новым правилам и т. д.; обеспечение инвалидов техническими средствами реабилитации.

Для реализации социальной и экономической политики на местах регионам выделят бюджетные кредиты, что позволит в том числе сократить расходы их бюджетов на банковские займы.
