Согласно постановлению Правительства РФ индексация указанных тарифов в 2019 году будет проходить в два этапа. Как поясняется на сайте кабмина, с 1 января следующего года они возрастут на 1,7%, что обусловлено повышением НДС с 18 до 20% с этой же даты. А с 1 июля 2019 года на 2,4% будут проиндексированы уже январские тарифы (постановление Правительства РФ от 12 ноября 2018 г. № 1347 «Об особенностях индексации платы граждан за коммунальные услуги в 2019 году»1).
Ожидается, что во втором полугодии 2019 года размер вносимой гражданами платы в каждом месяце второго полугодия следующего года сравняется с размером вносимой платы за коммунальные услуги, предоставленные в январе 2019 года. Этого планируется достигнуть за счет применения и мониторинга индексов изменения размера вносимой гражданами платы за услуги ЖКХ в среднем по субъектам Федерации и предельных (максимальных) индексов изменения размера вносимой гражданами платы за коммунальные услуги в муниципальных образованиях. При этом высшим должностным лицам субъектов Федерации нужно будет утвердить максимальные индексы изменения размера вносимой гражданами платы за коммунальные услуги на следующий год и долгосрочный период до 15 декабря этого года.

Напомним, что с 2021 года для получения льгот на оплату услуг ЖКХ гражданам не нужно будет доказывать отсутствие у них долгов по оплате этих услуг. В частности, речь идет о назначении субсидий.
