Президент РФ Владимир Путин подписал закон, устанавливающий максимально возможный 30-дневный срок для оплаты госзаказчиками товаров, работ или услуг с момента подписания документа об их приемке (Федеральный закон от 1 мая 2017 г. № 83-ФЗ). Документ вступил в силу со вчерашнего дня.
Отметим, что в законе предусматриваются исключения из общего правила о сроке оплаты. В частности, если правительством в целях обеспечения обороноспособности и безопасности государства установлен иной срок оплаты. А также при оплате обязательств по контрактам с субъектами малого предпринимательства и социально ориентированными НКО – по ним госзаказчикам будет необходимо расплатиться в течение 15 рабочих дней. При этом ранее 30-дневный предельный срок оплаты исполненных обязательств был установлен только в отношении контрактов с субъектами малого предпринимательства и социально ориентированными НКО, которые были единственными участниками закупки.
