Группа депутатов Госдумы во главе с Ярославом Ниловым совместно с сенатором РФ Сергеем Леоновым разработали законопроект1 об изменении МРОТ. Планируется, что с 1 января 2022 года федеральный МРОТ составит 20 тыс. руб. в месяц.
Напомним, что значение МРОТ пересматривается каждый год и с 1 января 2021 года составляет 12 792 руб. в месяц (ст. 1 Федерального закона от 19 июня 2000 г. № 82-ФЗ «О минимальном размере оплаты труда»; далее – закон о МРОТ). Узнать, как именно он менялся начиная с 2000 года, можно в нашей справке.
Авторы законопроекта отмечают, что в большинстве стран мира МРОТ фиксируют на уровне 40-60% размера средних доходов граждан. Если взять в расчет среднюю заработную плату по России (в 2020 году – 51 352 руб. в месяц), то МРОТ в 40-50% должен был бы составлять 20,5-25,7 тыс. руб. в месяц. Разработчики добавляют, что Россия в рейтинге стран мира по МРОТ в 2020 году находилась на 95 месте, что ниже большинства стран Латинской Америки, многих стран Африки, а также бывших стран СССР — Литвы, Эстонии, Латвии, Украины.

По данным Минтруда России, в 2022 году МРОТ планируется повысить на 6,4% и установить в сумме 13 617 руб. исходя из медианной зарплаты за 2020 год в размере 32 422 руб. Следовательно, работник, зарплата которого находится на уровне МРОТ, после налогообложения получит на руки 11 847 руб., что не позволяет обеспечить нормальный уровень жизни.
В пояснительной записке отмечается, что принятие законопроекта позволит вывести из бедности и нищеты значительное число россиян, уменьшить дифференциацию в доходах населения, снизить социальную напряженность, обеспечить рост совокупного спроса, и, как следствие, развитие отраслей экономики, ориентированных на внутренний рынок.
Добавим, что МРОТ используется для регулирования оплаты труда и расчета размеров пособий по временной нетрудоспособности, по беременности и родам, а также для иных целей обязательного социального страхования (ст. 3 закона о МРОТ).
