Федеральным законом утвержден отчет об исполнении федерального бюджета за 2019 год, в котором указывается информация о его доходах, расходах по ведомственной структуре расходов, разделам и подразделам классификации расходов бюджетов, а также об источниках финансирования дефицита федерального бюджета за указанный период (Федеральный закон от 15 октября 2020 г. № 314-ФЗ «Об исполнении федерального бюджета за 2019 год»).
В соответствии с законом, федеральный бюджет за прошлый год исполнен с профицитом 1 974,3 млрд руб. Доходы бюджета составили 20 188,79 млрд руб., а расходы – 18 214,5 млрд руб. Вместе с тем, в 2019 году значительно снизились темпы роста ВВП и составили 1,3% после 2,5% в 2018 году.
Как указывается в пояснительной записке к проекту федерального закона, с 2019 года увеличились расходы на программы, обеспечивающие достижение национальных целей развития, при одновременном соблюдении «бюджетных правил», что позволит защитить бюджетную систему и экономику от внешних стрессов.
