Директор Росгвардии Виктор Золотов рассказал1 на вчерашнем совещании президента с членами правительства о том, как именно планируется ужесточить гражданский оборот оружия. Напомним, такое поручение дал недавно Президент РФ Владимир Путин в связи со стрельбой в одной из школ Казани 11 мая, жертвами которой стали девять человек.
Виктор Золотов подчеркнул, что медицинские справки для выдачи лицензии на приобретение оружия должны выдавать исключительно государственные учреждения. В настоящее время этот документ можно получить и в частной клинике. Кроме того, Росгвардия намерена совместно с Минприроды ускорить законодательную регламентацию электронного взаимодействия этих ведомств с медицинскими учреждениями по вопросам выдачи медицинских справок.
К претендентам на получение оружия может появиться и еще одно требование – пройти психологическое тестирование. К этой работе, по словам директора Росгвардии, должен подключиться Минздрав России. «Понимаю, что это очень дорого и требует больше временных затрат, тем не менее это необходимо делать в свете того, что сейчас происходит», – добавил чиновник.

Предполагается также ужесточить условия оборота оружия. Напомним, в настоящее время те, кто впервые обращается за получением оружия, могут получить только гладкоствольное оружие. А для выдачи оружия с нарезным стволом нужно владеть гладкоствольным не менее пяти лет за некоторыми исключениями (ч. 8 ст. 13 Федерального закона от 13 декабря 1996 г. № 150-ФЗ «Об оружии»; далее – закон об оружии).
«Нам необходимо установить, что выдачу полуавтоматического, гладкоствольного оружия систем, допустим, Hatsan, «Хантер», «Сайга», особенно «Ланкастер», необходимо делать после того, как граждане прошли пятилетний срок использования обычного гладкоствольного оружия. Потому как полуавтоматическое оружие, особенно системы «Ланкастер», фактически может быть приближено и к нарезному оружию по своим убойным действиям», – рассказал Виктор Золотов.
А перед получением охотничьего билета заявители должны будут пройти «курс молодого бойца», то есть обучение правилам владения оружия, правилам охоты и т. д. Планируется привлечь к этому охотничьи организации.
Директор Росгвардии выступил также за то, чтобы оружие выдавали всем без исключения только по достижении возраста 21 год. Сегодня по общему правилу действует возрастной ценз 21 год, но военнослужащие могут получить оружие и раньше. При этом некоторые виды оружия (в том числе огнестрельное гладкоствольное длинноствольное оружие самообороны) разрешено выдавать гражданам с 18 лет (ч. 1 ст. 13 закона об оружии).
Ведомство также ужесточит контроль за требованиями к технической оснащенности самих школ.
Владимир Путин поручил проработать все эти вопросы на ведомственном и экспертом уровнях как можно быстрее.
