Банк России уже подготовил новые порядки информационного обмена в ОСАГО (Указание Банка России от 15 июля 2021 г. № 5858-У, Указание Банка России от 15 июля 2021 г. № 5859-У). Правда, они вступят в силу только 29 августа, поэтому как будет происходить оформление автостраховки в период с 22 по 29 августа, пока непонятно.
Подчеркнем, что обязанность пройти техосмотр все равно сохраняется. Более того – с 1 марта 2022 года за отсутствие действующей диагностической карты будут налагать штраф в размере 2 тыс. руб. (Федеральный закон от 26 июля 2019 г. № 219-ФЗ «О внесении изменений в Кодекс Российской Федерации об административных правонарушениях»).

В июле начальник ГИБДД МВД России Михаил Черников предлагал отказаться от обязательного техосмотра для мотоциклов и легковых автомобилей, принадлежащих гражданам (автобусов и грузовиков это не коснется). Свою инициативу Михаил Черников объяснил недостаточностью пунктов техосмотра в регионах, а также тем, что водитель и так не имеет права выезжать на неисправном автомобиле. Но пока это только предложение, в настоящее время оно рассматривается Правительством РФ.
