Минтруд России предлагает установить коэффициент индексации в размере 1,034 для социальных выплат, пособий и компенсаций. Речь идет, в частности, о ежемесячных денежных выплатах: Героям Социалистического Труда, Героям Труда Российской Федерации и полным кавалерам ордена Трудовой Славы, гражданам, подвергшимся воздействию радиации вследствие радиационных аварий и ядерных испытаний и ветеранам.
На тот же коэффициент 1,034, иными словами, на 3,4% в числе прочего предлагается проиндексировать социальное пособие на погребение и стоимость услуг на него, ежемесячную страховую выплату, максимальный размер ежемесячной страховой выплаты и максимальную сумму для определения размера единовременной страховой выплаты.
Предлагаемый размер индексации1 обусловлен прогнозом социально-экономического развития страны на 2019 год и на плановый период 2020 2021 годов, согласно которому индекс потребительских цен прогнозируется в размере 103,4%. Независимая антикоррупционная экспертиза документа завершится 17 декабря, а общественное обсуждение – 25 декабря.
Напомним, что с 1 января 2019 года сельские неработающие пенсионеры, проработавшие не менее 30 календарных лет в сельском хозяйстве, получат право на доплату к страховой пенсии по старости и к страховой пенсии по инвалидности в размере 25% суммы установленной фиксированной выплаты к такой пенсии (п. 14 ст. 17 Федерального закона от 28 декабря 2013 г. № 400-ФЗ «О страховых пенсиях»). А мораторий на формирование накопительной части пенсии продлен до конца 2021 года.
