Президент РФ Владимир Путин подписал федеральный закон, запрещающий ротацию на должность с более низким окладом и исключающим ротацию в пределах одной группы должностей. Вместе с тем у чиновников появится новое основание для отказа от замещения должности в порядке ротации – необходимость постоянного ухода за проживающими отдельно отцом, матерью, родным братом, родной сестрой, дедушкой, бабушкой или усыновителем, не находящимися на полном государственном обеспечении и нуждающимися в соответствии с заключением федерального учреждения МСЭ в постоянном постороннем уходе и помощи по их месту жительства.
Законом устанавливается правило, согласно которому при отказе госслужащего от предложенной для замещения в порядке ротации без уважительной причины служебный контракт с ним будет прекращаться, с освобождением от замещаемой должности и увольнением с гражданской службы. При этом безработные супруги госслужащих, назначенных в порядке ротации на должности в госорганах в других регионах страны, получат право пройти обучение в приоритетном порядке и получить дополнительное профессиональное образование (Федеральный закон от 11 декабря 2018 г. № 461-ФЗ «О внесении изменений в статью 23 Закона Российской Федерации «О занятости населения в Российской Федерации» и статьи 52 и 60-1 Федерального закона «О государственной гражданской службе Российской Федерации» в связи с совершенствованием механизма ротации государственных гражданских служащих»).
