Узнайте последние изменения правового регулирования трудовых отношений и кадрового делопроизводства, пройдя обучение по программе повышения квалификации, и получите диплом установленного образца
Так, предлагается установить минимальную границу месячной зарплаты медицинских, педагогических работников и работников культуры, осуществляющих трудовую деятельность в государственных или муниципальных учреждениях. По мнению авторов инициативы, зарплата таких работников должна быть не ниже двукратной величины прожиточного минимума для трудоспособного населения, установленного в субъекте РФ, в котором они осуществляют трудовую деятельность (при условии выполнения нормы труда, трудовых обязанностей).
Разработчики законопроекта1 считают профессии медработников, педагогов и работников культуры социально значимыми и требующими установления повышенных мер поддержки. При этом речь идет о дополнительных гарантиях в части оплаты труда только для работников государственных и муниципальных учреждений. Предполагается, что такие гарантии позволят повысить уровень жизни бюджетников и поднять престиж их профессий.
В случае одобрения документа предлагаемое изменение вступит в силу с 1 января 2020 года. «Источником возможных расходов бюджетов в 2020 и последующих годах в целях доведения уровня зарплаты работников, получающих более низкое обеспечение, до уровня, предусмотренного проектом федерального закона, будут являться доходы, увеличившиеся вследствие улучшения внутриэкономической ситуации, роста экономики и производственной сферы», – подчеркивается в пояснительной записке к законопроекту.
Напомним, ранее с аналогичной идеей выступал Государственный Совет – Хасэ Республики Адыгея. Инициированное им изменение касалось минимального порога оплаты труда работников бюджетной сферы и заключалось в установлении зарплаты работников отдельных социально значимых профессий, осуществляющих трудовую деятельность в государственных или муниципальных учреждениях, не ниже двойной величины прожиточного минимума в конкретном субъекте РФ.
