В нижнюю палату парламента внесен законопроект о внесении изменений в отдельные законодательные акты с учетом принятых конституционных поправок. В частности, в Федеральном законе от 10 января 2003 года № 19-ФЗ «О выборах Президента Российской Федерации» предлагается1 закрепить, что положение Конституции Российской Федерации, ограничивающее число сроков, в течение которых одно и то же лицо может занимать должность Президента РФ (два срока), применяется к лицу, занимавшему и (или) занимающему эту должность, без учета числа сроков, в течение которых оно занимало и (или) занимает эту должность на момент вступления в силу поправки к Конституции РФ, вносящей это ограничение. Тем самым для указанных лиц не исключается возможность занимать должность Президента РФ в течение сроков, допустимых новым положением Конституции РФ. Соответствующее дополнение будет внесено в ст. 3 названного закона. Также в данной статье для кандидата в Президенты РФ устанавливается срок постоянного проживания в России не менее 25 лет (ранее – не менее 10 лет).
Напомним, с инициативой о снятии ограничений для сроков действующего Президента РФ после вступления в силу поправок к Конституции РФ на пленарном заседании Госдумы выступила заместитель Председателя Комитета Госдумы по федеративному устройству и вопросам местного самоуправления Валентина Терешкова (подробнее о событии портал ГАРАНТ.РУ рассказывал ранее). Соответствующее предложение вошло в текст Закона РФ о поправке к Конституции РФ от 14 марта 2020 г. № 1-ФКЗ «О совершенствовании регулирования отдельных вопросов организации и функционирования публичной власти».

Помимо этого, законопроектом устанавливается, что Председателем ЦИК РФ может быть гражданин РФ, достигший возраста 30 лет. Соответствующие изменения планируется внести в Федеральный закон от 12 июня 2002 года № 67-ФЗ «Об основных гарантиях избирательных прав и права на участие в референдуме граждан Российской Федерации». В этом же законе закрепляется наименование должности «сенатор Российской Федерации».
Также проект закона предусматривает требование в Федеральном законе от 22 февраля 2014 года № 20-ФЗ «О выборах депутатов Государственной Думы Федерального Собрания Российской Федерации» о постоянном проживании кандидата в депутаты Госдумы на территории РФ.
