Правительство РФ разработало порядок предоставления межбюджетных трансфертов на период не более трех месяцев из федерального бюджета бюджетам субъектов РФ на реализацию мероприятий, направленных на организацию временных рабочих мест (Постановление Правительства РФ от 4 июля 2020 г. № 980). Напомним, ранее кабинет министров выделил на эти цели более 4 млрд руб.
Указанные средства будут направлены для софинансирования расходных обязательств субъектов РФ, возникающих при:
возмещении работодателям расходов на частичную оплату труда при организации общественных работ для граждан, ищущих работу и обратившихся в органы службы занятости, а также безработных граждан; возмещении работодателям расходов на частичную оплату труда при организации временного трудоустройства работников организаций, находящихся под риском увольнения.

Размер компенсации будет складываться из МРОТ, увеличенного на сумму страховых взносов в государственные внебюджетные фонды и районного коэффициента. При этом отмечается, что в период участия безработных граждан в общественных работах за ними сохраняется право на получение пособия по безработице. Правила предусматривают условия и критерии отбора субъектов РФ, на основании которых принимается решение о целесообразности предоставления такого трансферта, а также механизм его расчета.
Документ вступит в силу со дня его официального опубликования.
