В своем вчерашнем обращении Президент РФ озвучил ряд мер поддержки малого и среднего бизнеса в сложившейся непростой социально-экономической ситуации.
В связи с тем, что ряд компаний в отдельных отраслях сталкивается сейчас с объективными трудностями из-за сокращения заказов, а как следствие и снижением объема выручки, то для них становится проблематичным продолжать устойчивую работу и сохранять стабильность в выполнении своих обязательств перед сотрудниками.
Наиболее уязвимы в настоящее время компании малого, среднего бизнеса и микропредприятия. Именно для них Президент предложил предоставить отсрочку по всем налогам, за исключением НДС, сроком на полгода. Для микропредприятий помимо этого будет также предусмотрена отсрочка по страховым взносам в ФСС.
Вместе с этим, для поддержки доходов работников малого и среднего бизнеса предлагается снизить размер страховых взносов в два раза – с 30% до 15%. Пониженная ставка будет распространяться только на ту часть зарплаты, которая превышает МРОТ. Если выплачиваемая зарплата равняется минимальному размеру, или по каким-то причинам ниже МРОТ, то такая льгота применяться не будет. Президент РФ подчеркнул, что в отличие от ранее указанных мер, пониженная ставка будет введена не на несколько месяцев, а на перспективу. Таким образом будет создан долгосрочный стимул для работодателей повышать зарплаты своим сотрудникам.
Вместе с налоговыми послаблениями, для вышеуказанных организаций предлагается ввести полугодовые кредитные каникулы. Также Правительству РФ и Банку России поручено разработать и другие меры обеспечения устойчивого кредитования реального сектора, включая предоставление госгарантий и субсидирование.
Еще одна мера поддержки малого бизнеса – мораторий на подачу заявлений кредиторов о банкротстве компаний и взыскании долгов и штрафов. Он будет установлен также на шесть месяцев.
Президент РФ обратил особое внимание, что указанные меры будут распространяться не на все организации, а только те, которые работают в секторах, наиболее затронутых настоящей ситуацией, в частности в сфере услуг. Конкретный перечень отраслей будет составлен Правительством РФ, а в случае необходимость он будет расширен.
