На прошедшем вчера совещании о ситуации на рынке труда Президент РФ Владимир Путин поддержал инициативу главы Минтруда России Антона Котякова о необходимости повышения минимального размера пособия по безработице в три раза. Как сообщил1 министр, на сегодня размер такого пособия составляет 1,5 тыс. руб. и его получателями является самая большая группа (45%) безработных, в основной массе это граждане, которые работали неофициально, молодые специалисты, которые устраиваются на работу впервые, и граждане с большим перерывом в трудовом стаже. В целях поддержки указанных граждан размер такого пособия составит 4,5 тыс. руб. ежемесячно на протяжении трех месяцев, с 1 мая до 1 августа.
Помимо этого, для ИП, которые были вынуждены закрыть дело из-за ограничений и встать на учет по безработице, предложено установить максимальный размер пособия – 12 130 руб. также на трехмесячный период. Кроме того, Антон Котяков посчитал необходимым продлить период выплаты ранее назначенных пособий по безработице на три месяца в том случае, если гражданин получал данное пособие и ему не удалось трудоустроиться.

Также министр полагает возможным доплату в размере 3 тыс. руб., положенную на каждого несовершеннолетнего ребенка для граждан, потерявших работу после 1 марта, распространить и на тех людей, которые оказались без работы или не были трудоустроены до указанной даты. То есть такую выплату могут получить все зарегистрированные в качестве безработных граждане, имеющие несовершеннолетних детей.
Кроме того, учитывая ситуацию на рынке труда, Антон Котяков предложил закрепить в Трудовом кодексе понятия удаленная и комбинированная занятость. Такая мера, по его мнению, необходима, поскольку более 10% процентов работающих граждан (более 5 млн) продолжают трудиться удаленно, и ряд организаций и сотрудников на сегодняшний день хотели бы продолжить работу именно в таком формате и после снятия ограничительных мер. В числе предложений также прозвучала необходимость ускорения цифровизации кадрового делопроизводства путем предоставления возможности работодателям вести кадровый документооборот электронно без дублирования на бумаге с 2021 года.
По окончании совещания Президент РФ поручил Правительству РФ в сжатые сроки подготовить необходимую нормативную базу по всем предложенным решениям.
