В Госдуму поступил законопроект, в котором предлагаются меры по созданию в субъектах РФ с низкой рождаемостью дополнительных благоприятных условий для рождения в семье третьего ребенка. Соответствующие поправки планируется1 внести в Федеральный закон от 29 декабря 2006 года № 256-ФЗ «О дополнительных мерах государственной поддержки семей, имеющих детей».
Так, в указанном законе может появиться новая норма, согласно которой в регионах с низкой рождаемостью, перечень которых определяется Правительством РФ, право на дополнительные меры государственной поддержки предлагается предоставить при рождении (усыновлении) ребенка (детей), имеющего гражданство РФ:
женщинам, родившим (усыновившим) третьего ребенка начиная с 1 января 2022 года; женщинам, родившим (усыновившим) четвертого ребенка или последующих детей начиная с 1 января 2022 года, если ранее они не воспользовались правом на дополнительные меры государственной поддержки; мужчинам, являющимся единственными усыновителями третьего ребенка, четвертого ребенка или последующих детей, ранее не воспользовавшихся правом на дополнительные меры государственной поддержки, если решение суда об усыновлении вступило в законную силу начиная с 1 января 2022 года.

Материнский капитал при рождении третьего ребенка предлагается установить в том же размере, в котором он установлен при рождении первого ребенка с 1 января 2022 года – 503 237,10 руб. Отмечается, что принятие законопроекта позволит улучшить демографическую ситуацию в регионах с низкой рождаемостью и повысить качество жизни многодетных семей.
